Degenki Online has updated their information on Red Joker from RnR3!
The report are similar from this post I've already made, but they are some pictures added too and some has the touch screen for us to see this time.
Black Ace and Red Joker can both be obtained from Acid Ace (by defeat him you would either get the Ace program or Joker program depending on the version you choosed). Note: Ace program is a program created by Akatsuki Shidou, while the Joker program was a Prototype Noise Control system system that was sealed away by the Satellite Police.
